What is a Asbestos Management Survey?

A management survey is the standard asbestos survey. Its purpose is to locate, as far as reasonably practicable, the presence and extent of any suspected asbestos containing materials (ACMs) in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition. This asbestos survey will usually involve sampling and analysis to confirm the presence or absence of ACMs. Any samples taken are then analysed at our laboratory and the results are recorded in the asbestos survey report together with appropriate recommendations.

When do I need a Asbestos Management Survey?

Asbestos and the Law

The requirements as set out by the Health & Safety Executive (HSE), refers to non-domestic properties, however asbestos containing materials (ACM’s) are present in domestic properties as well. Solicitors, buyers, mortgage lenders, builders/maintenance workers and insurance industry are instructing surveys to be carried out.

The control of Asbestos Regulations 2012 (CAR 2012) and more specifically Regulation 4:
Duty to manage asbestos in non-domestic properties sets a legal requirement for owners and occupiers of non-domestic building to have an Asbestos Survey and up to date Asbestos Register in place. These reports must form the basis of a detailed asbestos management plan that outlines how you intend to monitor and manage any ACM’s that may be present within your premises or estate.

If you are an employer or are self-employed and have some or all of the responsibility for conducting repairs upon your premises you may well be the “Duty Holder” in which case any legal responsibility.

Asset Inspections and Registers

A key stage in managing asbestos is to identify the location, type, condition and extent of any Asbestos Containing Materials (ACMs). This can be achieved by conducting an Asbestos Survey. The survey should be in accordance with HSE guidance note HSG264 which describes two types:

Management Survey

Its purpose is to locate as far as reasonably practicable, the presence and extent of any suspect ACMs in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to access their condition.

Refurbishment & Demolition Survey

A refurbishment and Demolition Survey is needed before any refurbishment or demolition work is carried out. This survey is used to locate and describe, as far as reasonably practicable, all ACMs in the area where the refurbishment work will take place or in the whole building if demolition is planned. The survey will be fully intrusive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach. A refurbishment & demolition survey may also be required in other circumstances, e.g. when running new pipe work or re-wiring.
